  5. Add soy sauce, brown sugar, and beef broth; cover tightly and reduce heat to low.
  6. Simmer for 2-3 hours until oxtail is tender.
  7. If using Scotch bonnet pepper for heat, add it during the last hour of cooking. Remove before serving if desired.
